In 1970, architecture student Gary Anderson entered a contest run by the Container Corporation of America. The company wanted a mark for paper recycling. Anderson drew three folded arrows chasing one another around a triangle. He won the contest, and the company placed the mark in the public domain for recycled or recyclable fibres.1
The mark travelled much further than that first brief. As recycling expanded, similar arrowed resin identification codes appeared on plastics in 1988. A small number sat inside the triangle. It told a sorter which family of plastic they were holding. The number could not settle the local-bin question. A household still needed its local item list. Nor could the number show whether machinery could separate the package. It said nothing about a nearby buyer. It could not show whether anyone nearby could turn the recovered material into something useful. Yet the familiar arrows had begun to look like an answer to all of those questions.12
That is why one package can carry a recycling symbol and still meet a different fate from the same-looking package somewhere else. “Recyclable” describes a chain, not a permanent quality stamped into an object. The design has to suit material recycling. Different layers or parts must separate cleanly. A local service must collect the exact item. A sorting plant must recognise it without spoiling another stream. The packaging waste must then be effectively recycled at scale. If one gate is missing, the promise changes.3
England's preparations for household plastic-film collection show the gap clearly. A study for local government estimated that 392,000 tonnes of film entered household waste each year. Councils collected about 15,000 tonnes. The study also found capacity, contract and end-market gaps: collection could arrive before a secure route through reprocessing did. At the shelf and bin, the useful question goes beyond the arrows. Which part of the chain do those arrows prove where you live4?
That capacity gap soon changed the timetable. In July 2026, Defra announced that the mandatory date would move to 1 April 203010.
The number identifies the plastic, not its destination
Anderson's mark did not become universal at once. He later recalled first seeing it in public on recycling bins in Amsterdam in the late 1970s. It became ubiquitous only as residential and commercial recycling expanded through the 1980s and 1990s.1 That success created the conditions for confusion: the eye learnt the arrows before most people had reason to distinguish a material label from a disposal instruction.
The plastic number has a precise, narrower job. The ASTM standard says the codes are used solely to identify the plastic resin in a manufactured article. The standard expressly says they are not “recycle codes”. A code does not imply that the article has been recycled or that a system exists to reclaim or reuse it.2
A rigid plastic pot and a flexible wrapper make the difference tangible. UK guidance for 2027 calls food pots, tubs, trays and several kinds of bottle “commonly collected”. That means at least 75% of local authorities across England, Northern Ireland, Scotland and Wales collect them at the kerbside. The same definition is about access, not outcome: it does not say that 75% of those packages become new material.5
Flexible film has a different route. It can protect a product with very little material. It also needs the right collection method, sorting equipment, contract and a facility that turns sorted film into usable plastic. Some sorting plants can extract loose film at scale. Others cannot. Their capability varies by place and contract. Processors often choose larger, cleaner and more uniform commercial film before household film.4
The pot and wrapper can therefore be made from identifiable plastic and still face different gates. The resin number answers “what plastic is this article made from?” The local item list answers “will this service collect this package here?” Neither answer, by itself, proves what happens after the lorry arrives.
European law gives each gate its own date
The European Union's packaging rule now treats recyclability as a sequence. It began applying on 12 August 2026. Common labels are planned from 2028, while design requirements begin from 2030.6
A package can pass that design test before the whole recovery chain is proven. The rule also requires separate collection, correct sorting and recycling at scale. From 2035, its later assessment will use the weight of material effectively recycled in each packaging category because design alone does not ensure recycling in practice.3
The recovered material must also retain enough quality to replace primary raw material in packaging or a similar use.3 The dates therefore divide the promises. A future design score describes the package. A local list says whether a household service accepts it. The later at-scale test asks what the system actually recycles.
England's film collection has to build the rest of the route
England shows why those gates need separate dates. Valpak assessed the former 31 March 2027 plan, when every English local authority was expected to begin household film collection. It estimated that council collection would rise from 15,000 to 96,000 tonnes a year. That policy-driven increase was the extra film in its capacity warning.4
The study found a high likelihood that recycling infrastructure would be insufficient. Without contracted access to sorting and reprocessing, councils could need to send collected film to disposal instead.4 In July 2026, Defra moved the mandatory collection date to 1 April 2030 and said it would work with businesses and local authorities to prepare.10
The delay gives the system time; it does not complete the system. Some plants can already extract loose film, but capability varies by place and contract.4 The North London Waste Authority said the country still lacked infrastructure to process flexible plastics at scale.11
When the recovery chain fails, persistent waste still has somewhere to go
The physical concern begins after plastic escapes a useful cycle. The United Nations Environment Programme has documented mortality or illness after sea creatures ingest plastic waste, entanglement of dolphins and whales, and damage to habitats including coral reefs. It also reports plastic ingestion across seabirds, fish, mussels, worms and zooplankton.8

Birds make the ingestion mechanism easier to see. UNEP describes plastic accumulations blocking or damaging the digestive tract and making a bird feel full. A bird can then stop eating enough food, leading to malnutrition and starvation. The UNEP page is dated 09 May 2019. It reported ingested plastic in about 40% of seabirds.9 These are global plastic-pollution findings, not measurements of England's household-film programme.
The open link matters. Valpak shows that English film collected for recycling may be sent to disposal when processing capacity is missing. UNEP shows what unmanaged plastic waste can do after reaching habitats. A study that traced rejected English council loads would change how tightly the two parts can be joined. Until then, one wrongly sorted wrapper cannot be claimed as the cause of a measured wildlife injury.
Preventing persistent waste still matters. Unnecessary short-lived material adds to what collection must handle. Sorting and reprocessing must handle it too, and incompatible formats make those gates harder to pass. Recycling is the attempt to keep material useful, not the root problem. The preventable pressure begins upstream. Packaging can use more short-lived material than its protective job needs.
A better choice starts before the arrows
Packaging has work to do. It can protect food or another product and provide a barrier. It can also support hygiene and reduce damage in transport. A light flexible pack may sometimes perform that work with less weight than a rigid alternative. A replacement can move the burden. Shelf life, breakage, washing, transport, price and local facilities still count.
When a package serves no needed protection, avoiding it is the first useful choice. Where protection is needed, genuine reuse needs a return system. That system must bring the package back for washing. For a single-use package, simple construction made from one material is one better direction. Cleanly separable mixed parts are another. Each recovered fraction still needs a current collection, sorting and reprocessing route. A material name alone cannot establish that route.
At disposal, place and date decide the next move. The announced duty beginning 1 April 2030 covers plastic films and flexible packaging collected at the kerbside.10 Until that duty begins, the current local-authority list remains the household instruction. Local lists will still identify the individual items accepted in each stream because facilities and contracts vary.7 A rigid pot that appears on the local list can enter that collection stream. A wrapper should follow the film instruction for that place and time. Putting an unaccepted item into recycling does not build the missing machinery. It can add contamination to the material the system can handle.
Back at the package, Anderson's arrows still carry a useful idea. Material need not become waste after one use. The mark cannot inspect a coating or separate a laminate. It cannot read a council contract. Nor can it create a market for recovered resin. A better package can use less material. It can offer genuine reuse instead. It can use construction that a real local system can separate and recover. A better decision stays within the symbol's limits. It then checks the place where the package will actually go.
