Plastic-Free Wipes Still Block the Drain

Do you know why a wet wipe can lose its plastic and still refuse to break up in the sewer, and why the UK water sector withdrew the one drain-test label it ever built?

Britain's impact assessment foresaw the misread, declined to bank the £100m-a-year drain benefit it couldn't prove, and chose a campaign over a warning label.

In May 2023, the Environment Secretary wrote a letter to the companies that make wet wipes. Thérèse Coffey's concern came down to a number: somewhere between 2.1 and 2.9 billion wet wipes were going down British toilets every year, and she wanted the manufacturers to reconsider a single word printed on their packets — flushable.1

The industry already had a mark for exactly that word. It was called Fine to Flush. The water companies had built it themselves and tested wipes against it in a laboratory: earn the mark, and this wipe will break apart in the sewer far more readily than an ordinary wipe. For a shopper standing at the shelf, that small logo was the one thing on the packet that spoke to the only question a toilet ever asks (will this block the drain?), and it answered with a real test behind it.

Then, on 29 August 2023, Water UK (the body that speaks for the water companies, the body that had created the mark) notified the certifier that it wanted the scheme switched off. Fine to Flush ended on 29 February 2024. In its place came a campaign with a blunter instruction: Bin the Wipe. Bin every one of them, whatever the packet says.2

So the organisation that had invented the single positive test for whether a wipe clears the drain chose to delete it. The test had not failed. It was deleted because the government was about to change what it wanted the public to do, and because a much larger change was arriving on the packet itself.

Water UK withdrew its own mark to back the government's 'bin it' message

WRc, the testing company that ran the certification, was plain about why the scheme ended. "On 29 August 2023," it recorded, "Water UK notified WRc of their decision to withdraw the Fine to Flush certification mark and end the certification programme on 29th February 2024. The move is a result of the Government's decision to shift the general public's choice of wet wipe disposal to a 'bin it' behaviour for all types of wipes."3

That single sentence closes the gap between the letter and the withdrawal. The mark did not come down because it had stopped working; it came down because the message it carried (this particular wipe is safe to send down the loo) had become the wrong thing to say. Water UK's own announcement traced the decision back to Coffey directly. The Environment Secretary, it noted, had written to wipe manufacturers in May "sharing her concerns about the ongoing labelling of single-use wet wipe products causing confusion among consumers," and the Government, in its Plan for Water, had "committed to supporting Water UK's behaviour change campaign 'Bin the Wipe'."2

Read the two documents side by side and the reasoning is consistent, not conspiratorial. Coffey's worry left the honesty of Fine to Flush intact. Her point was narrower: any positive flushing label, even a scrupulously accurate one, muddied a message the government had decided should carry no exceptions. If the aim is to lift billions of wipes a year out of the toilet and into the bin, a logo announcing "this one is fine to flush" works against you, however honestly it was earned. The cleanest public instruction is the one with no asterisks: bin all of them.

There is a real logic there, and the reason the government wanted its message absolute was that a far larger intervention was on its way. Parliament was preparing to ban plastic from wet wipes altogether. And that ban, unlike the withdrawn mark, is a genuinely good thing.

The ban on plastic wipes is a real improvement

It is worth being clear about this before going any further, because the rest of the story is a criticism and criticism read out of context curdles into cynicism. The ban is no scandal. On its own terms, it is one of the better small pieces of environmental policy Britain has passed in years.

The case for it is straightforward. A conventional wet wipe is, in large part, plastic: polyester or polypropylene fibres spun into a cloth that never truly rots. Every one that is flushed, and a great many that are binned or littered, sheds microplastic fibres into rivers and seas. Remove the plastic and you remove that release at source. When Defra consulted on the ban in the autumn of 2023, the public agreed almost without dissent: of 1,561 responses, 95% agreed or strongly agreed with the proposal,4 a figure that rose to 97% among members of the general public.5 The single most common reason people gave, in the published analysis of the free-text answers, was concern for the environment and for the cost of sewage blockages to water bill-payers.5

The law followed. The Environmental Protection (Wet Wipes Containing Plastic) (England) Regulations 2025 were made on 18 November 2025 and come into force on 19 May 2027;6 the equivalent Welsh instrument bites a little earlier, on 18 December 2026.13 Manufacturers did not fight it. Most had already begun switching their ranges to wipes made from viscose and lyocell (regenerated wood-cellulose fibres that fall outside the ban), doing, in other words, exactly what the policy asked of them. Plastic wipes accounted for only about 37.5% of the consumer wet wipes sold in the UK even before the ban; the market was already moving.5

None of that is in dispute here. A material that pollutes has been taken out of a product that did not need it, with near-unanimous public backing and willing compliance from the trade. If the story ended at the composition of the cloth, it would be a clean win.

It does not end there, because the ban was only ever a rule about what a wipe is made of — and the problem that fills the sewers is about what a wipe does.

The ban regulates the material, not the drain

The regulations define their target with precision. "Plastic," the England instrument says, "means a material consisting of polymer as defined in Article 3(5)" of the REACH chemicals regulation, "with the exception of natural polymers that have not been chemically modified."6 Everything the law does hangs on that definition. And three words never appear anywhere in its operative text: disperse, flush, label. The ban says nothing about whether a wipe breaks up in water, nothing about whether it can be flushed, and it imposes no duty to print "do not flush" on the packet.

That silence is deliberate, a boundary the rule draws on purpose. The regulation is a composition rule. It asks what molecule the wipe is built from and, if the answer is a plastic polymer, it prohibits the wipe. If the answer is regenerated cellulose, the wipe is lawful.

The reason viscose and lyocell pass sits in a definitional reading the UK has inherited, not written. The European Commission's guidance on single-use plastics (the interpretation the UK's own definition tracks) states that "regenerated cellulose, e.g. in form of viscose, lyocell and cellulosic film, is not considered to be chemically modified, as the resulting polymers are not chemically modified compared to the ingoing polymer."7 The test looks at the molecule that comes out against the molecule that went in: cellulose in, cellulose out, so, for the purposes of the ban, not a plastic. A chemist might point out that the fibre is chemically wrestled through several derivatised stages in between. Both descriptions can be true at once: the regulator is judging the destination, not the journey. It is a defensible line to draw, and Defra's own explanatory memorandum does not even pause on it. The point for a shopper is narrower and more useful: the rule certifies the wipe's ingredients, and stops there. Whether the finished cloth behaves in a drain is simply not a question the ban asks.

Which leaves the question the ban does not ask sitting exactly where it always was. Do the wipes that survive it clear the drain?

No wipe breaks up like toilet paper

The government's own evidence base answers plainly: no.

Buried in the impact assessment that accompanied the ban is a summary of the science. Citing work by Harter and colleagues in 2021, Defra records that "except for wet wipes made from unbleached pulp, all wet wipes they tested made from viscose and wood pulps which were stored in liquid had dispersal values well below that required to be classed as 'flushable'."5 Read that twice. These are the non-plastic wipes, the very ones the ban leaves on the shelf, and in the laboratory they came apart nowhere near well enough to count as flushable. The single exception was unbleached pulp; every other cellulose fibre tested failed the dispersal bar.

Independent work reaches the same place from the other direction. A Cardiff University team led by Thomas Allison studied what happens to wipes marketed as biodegradable once they are flushed. The government's own impact assessment sums up their 2023 finding plainly: the cellulose fibres in wet wipes "can easily be fragmented, but often do not actively biodegrade under environmental conditions, and so persist in the environment."5,8

It is important not to overstate this. Regenerated cellulose is genuinely biodegradable in a way plastic is not: given the right conditions, warmth, time, the right microbes, it will break down. Its failure lies elsewhere: it does not disperse. It does not fall apart into a slurry the way toilet paper does the moment it hits water, and a wipe that keeps its structure travels through the sewer intact, snagging on the next obstruction, binding with grease into the fatbergs that block the pipes. A wipe that keeps its structure almost never reaches the warm, biologically active place where it could rot before it has already done its damage. Toilet paper is engineered to lose its integrity in seconds. No wet wipe, of any fibre, is.

So the wipe changed its ingredients and kept its behaviour. Which raises the last question, the one the shopper actually faces: with Fine to Flush gone and the ban silent on the drain, what does the packet tell you now?

What the packet tells you now: 'look for plastic-free'

The answer, from the government's own consumer guidance, is a composition word. Under the heading "Plastic-free wipes," GOV.UK tells the public: "Plastic-free wet wipes are not included in the ban. Look for the term 'plastic-free'."9 The Welsh Government's guidance for businesses says the same thing in almost the same words: non-plastic wipes may still be supplied, so "look for the term 'plastic-free'."10 Neither instruction carries a word about flushing, dispersal, or drains. It tells you how to spot the lawful wipe. It does not tell you what to do with it.

This is where fairness matters, because the state is not speaking with one voice, and it would be a distortion to pretend otherwise. Alongside the "look for plastic-free" line, the government runs the "Bin the Wipe" campaign, and when the ban became law the Water Minister, Emma Hardy, had written to manufacturers "urging that product labelling for wet wipes reflects the government's message that wet wipes should be binned and not flushed."11 One arm of officialdom hands the shopper a composition word to hunt for; another arm tells the shopper to bin every wipe regardless. Both acts are made in good faith. Neither one is a plot.

The trouble is what happens when you lay them together on a single packet. The drain-signal slot, the place where Fine to Flush used to sit and answer the flushing question directly, is now empty. Into the space where a positive, tested "yes, this clears the drain" once lived, the most prominent thing the guidance offers is "plastic-free," a phrase that is entirely true and entirely silent on the drain. "Plastic-free" tells you what the wipe is made of. It does not tell you, and was never meant to tell you, whether it will block your sewer. The "bin it" message is real, but it is a campaign in the background, not a mark on the pack, and it competes on the shelf with a green-sounding claim printed in the manufacturer's own interest.

Nor is there a surviving positive mark to replace the one that went. There are flushability standards still in circulation: the International Water Services Flushability Group's "Safe to Flush" specification, and comparable industry guidelines. A shopper may occasionally meet one on a pack.12 But these are the standards of industry groups, not of the UK water sector. The water companies withdrew their own certification and endorse none of the survivors; their advice is to bin every wipe, full stop. Flushable standards do still exist elsewhere in the world. What no longer exists is the backing: no positive flushing claim on a British packet now carries the endorsement of the people who actually run the sewers.

Add it up and the misdirection is nobody's design. It is the combined effect of a set of reasonable acts: an empty drain-signal slot, a true composition word placed where the shopper's eye falls, and a "bin it" message that lives in a campaign instead of on the cloth. No one here is lying. The trouble is that the one word now doing the most work on the packet answers a question the shopper did not ask, while the question they did ask (will this block the drain?) goes unanswered.

The remarkable thing is that the government saw all of this coming, and wrote it down.

Defra's own impact assessment predicted the misread

Every impact assessment carries a risk register: the list of ways a policy might go wrong. Defra's, for the wet wipes ban, names this precise failure in plain language. Under "Increased inappropriate flushing of wet wipes," it warns that "in the event of a ban consumers could be led to believe that all wet wipes are now appropriate to flush into sewage systems," and a footnote adds that "flushing biodegradable wipes can still lead to clogging of sewage systems."5 The department did not stumble into the misread the shelf now produces. It predicted it, in writing, before the law was made.

It went further. When the assessment came to put a money value on the ban's benefits, it reached the drain and stopped. "Due to the uncertainty around whether plastic-free wet wipes would be less likely to cause sewage blockages," it states, "we have chosen not to monetise this impact."5 This deserves to be read carefully, because it is easy to over-read. The line is ordinary appraisal discipline: you do not bank a benefit you cannot prove, and it does not mean the ban fails. But the benefit it declined to bank is a large one. The assessment notes elsewhere that sewage blockages cost the UK around £100 million a year.5 Defra could not show, to its own satisfaction, that swapping plastic wipes for cellulose ones would reduce that bill, so it left the £100 million out of the ledger entirely.

What remained in the ledger is stark. The ban's single monetised benefit is £61 million in greenhouse-gas savings. Its best-estimate net present value is minus £248.8 million — a policy that, on the numbers the department could stand behind, costs far more than it returns. The independent Regulatory Policy Committee rated the whole assessment RED, its lowest grade, a judgement on the quality of the evidence base rather than a verdict on the ban itself.5

And having named the misread and declined to price the drain benefit, the department had a choice about how to answer it. A mandatory on-pack disposal label was on the table. The assessment considered it and set it aside, concluding a labelling rule would be "unable to fully meet the objectives" on its own, and reached instead for the voluntary "Bin the Wipe" campaign.5 Foreseen, priced out, and answered with a campaign rather than a warning. This was the reverse of a cover-up: the government published its own doubts in plain sight. But publishing a doubt does not close it, and the shopper at the shelf does not read impact assessments.

Who pays, and the only signal left worth reading

The £100 million the assessment would not bank does not vanish because it went unpriced. It is spent every year clearing the blockages, and it is spread across every water bill in the country. The household that has never flushed a wipe in its life pays the same share as the household that flushes one a day, regardless of what either of them did.

Look at the incentives it creates and the shape of the problem comes clear. Relabelling a wipe "plastic-free" is free, and the word is a true, lawful, marketable claim. Building a wipe that genuinely disperses, and certifying it against a dispersibility test the water companies would stand behind, is expensive. And since the water sector withdrew its mark and endorses no replacement, there is now no British certification to earn even if a manufacturer wanted to. So the cheap, honest-sounding move and the expensive, genuinely-useful move point in opposite directions, and nothing in the system pays anyone to make the second one. Nobody is being paid to build the wipe that actually clears the drain.

Two things could change that. The water companies could back a new dispersibility mark. Or the surviving cellulose wipes could one day be shown to break up in a working sewer the way paper does. If either happened, the case for treating them all as blockers would weaken, and this account should change with it. Neither has happened. On the current evidence, the safest reading of a wet-wipe packet is a negative one. "Plastic-free" is a claim about the material and says nothing about the drain, so it earns no trust on the question that matters at the toilet. The absence of any "flushable" claim, and the presence of "do not flush," is now the more reliable guide than any positive word on the pack, precisely because the industry that runs the sewers withdrew its own positive signal and put nothing endorsed in its place. And a biodegradable label, on this evidence, is no exception to the rule: no wipe of any fibre disperses like loo roll, and in a sewer it will mostly never reach the place where it could rot. The honest thing to do with a wet wipe, every wet wipe, whatever the front of the packet says, is to put it in the bin.

The ban did a real thing. It took the plastic out. What it could not do, and never claimed to do, was change what a wipe does when it meets water. The word on the packet changed. The wipe did not.
